No doubt, human beings and beasts are alike instinctively. Since we are trained from time immemorial, we do not behave like beasts. A good majority of people from ages had lived their lives pursuing very high moralistic values that they became the ideal behaviour to be followed by all men. The rulers, from time to time in all ages, have endeavoured to implement these ideal behaviours in the society.
Example:- Ram, Bhagwan Buddha, Mahavir, Guru Nanak Dev, Christ.
The followers of these great personalities have made rules in concurrence with the behaviours of these.
In addition to these, there is a considerably long list of Saints and sages whose contributions were strictly followed by the rulers and the subjects in toto. A few to mention:

Thus, in our society, most people live with self restraint and with self discipline to remain follower of their heroes, yet insurgents have always been thriving amongst all. In general the fear of divine or ruler's baton is the device or measure that controls all human beings.
